M. Furqon H.* Abstract: Teacher has a role not only as a worker of  instruction, but also as a designer of instruction. The purpose of the instructional model is to know how to design the instructional program of physical education with approach enabling the teacher to be the designer of the instructional program in primary school. The steps for designing the instruction program are (1) setting the goal of instructional program; (2) the instructional program suited with the phase of student growth and development; (3) analyzing and selecting the elements of motor ability; (4) selecting the elements of physical ability; (5) analyzing the effect of the motor ability elements; and (6) designing the instruction in the form of game or circuit.
